1. Call to order

MOTION made, voted and approved: corrected July minutes.

2. Updates/Discussion

1) 2639 Oliver Ave. North:

Mahmood Khan property. See handout of public hearing. Regulatory Services mentioned that they will contact Franklin Bank (lender to Khan) who already have stipulations. No action needed.

2) 2627 Oliver Ave. North

3) 2015 Emerson Ave. North rezoning (Ben from Urban Homeworks)

4) 2501 James Ave. North variance (Matt from TVM

5) 2307 West Broadway Ave. N.

No need to look at this property as it’s not in Jordan (but in Willard Hay neighborhood).

6) 2654 Newton Ave. North

GROUP AGREEMENT:

1) NEW: 2634 Penn Ave. North: Jeff will email info to Committee and people to review and give feedback via email.

2) Committee members agree to look at these properties and post properties: 1. 2627 Oliver Ave. North, 2. 2639 Oliver Ave. North, 3. 2654 Newton Ave. North

3. St. Stephen’s conditional use permit for winter shelter at River of Life Church

  • This permit is not the same as an interim use permit which was in use for over 5 yrs now. Permit stipulates that in a residential neighborhood — a shelter can only be in a church. This permit then makes it clear that they then don’t have to return annually to get permission.

  • Shelter stats/info: 50 men average per night at winter shelter. Opens Nov 1. Intake with services- mental health (see this to gather more information about this) and medical, jobs. Only calls– medical calls. Police officer– surveys the shelter. Damian has a community log detailing camera footage. Improved-  garbage 2x a week now, extra dumpster and security camera system (state-of-the-art system and top rated at many websites like www.unclutterer.com) accessible by web/phone.Shelter opens at 5pm… close by 6:45am. This is the only shelter to give bus tokens.

  • JACC did 2 outreach with surveys (refer to handout) which mainly states that most residents reached support the shelter.

APPROVED MOTION: JACC will write a letter of support for St. Stephen’s conditional use permit.

(Jeff Skrenes– abstained from voting since he is a River of Life Council member.)

Urban Homeworks

  • Had already pulled permits to renovate office. City in process of rezoning classification—- changed to C1 residential. Is asking for the zoning to be changed into it’s previous zoning. Parcel is adjoined– (2 different zoning classifications).

  • Handout: FLOW Park- with landscaping, rear parking with goal to keep space for Juxta and Urban Homeworks to work together outside.

  • Parking and park is in different 2 phases with security system and lighting. Parking lot is for construction vehicles in the back.

  • Timeline is funding-specific.

  • Support letter not needed. Rezoning to C1 for office renovation (to reflect the commercial use).

TVM: 2501 James Ave. North (Matt)

Green Homes North home. Zoning variance request to be 22.8 feet.

APPROVED MOTION: JACC will write a letter of support for this variance rezoning of 22.8 feet for TVM for 2501 James Ave North property.

4. VBR List

See file (see color code). Green homes = goal is to address these first.

Ideas:

– look at blocks with solid homes that have only 1 bad home

– look at green highlighted homes

– look at 16-19 oldest homes— look at the one with the oldest permit pulled

Joel will add delinquent tax data column to VBR list.

Cathy will email listing of Tax Forfeiture list to Cmte.

5. Dirty Thirty

  • Based on police raids, crimes and conduct letter. If 2 letters, then rental license is pulled.

  • Nuisance letter has to be a crime.

  • This might be more related to Crime and Safety.

6. Housing Committee Goals

Group Agreement on Next Step:

1) Online email discussion of what are the essential things we need to be doing– on Housing Committee- look at the plan in each of those areas. 2 weeks– update to JACC staff. Joel will send out thread.

2) Scottie will be the liaison to West Broadway Business Coalition; Cathy Spann will liaison to Lowry Business Association.

IDEA: ID govt entities. Gather these people to talk about these properties.

7. Other business/Community input

Joel: 2101 26th Ave N. Ask city to retarp roof. Cathy can email this to CPED.
