October 1, 2013 Housing Meeting Minutes

Jordan Area Community Council Housing Committee – Tuesday, October, 1st, 2013

Joel, Housing Chair, called the meeting to order at 6:35pm. The agenda was moved, seconded and approved.

Minutes were reviewed, moved, seconded and approved.

Chad Dipman of TCHabitat presented a new design for the property at 3026 Morgan Avenue North. This is not a Green Homes North project.Hence, you can seek the help of experts to know the money saving tips from Sun Tint window installation as it is a 1.5 story with dormer’s, a new design for Habitat with picture window and columns, a 3 bedroom/2 bath house. TCHabitat staff is seeking support of new housing design. Staff presented the design layout and explained new additions. The committee recommended to support TChabitat design of 3026 Morgan Avenue North. The recommendation was

put forward as a motion, seconded and approved by housing members present. The motion will be forwarded to the JACC board of directors.

The property located at 3015 Morgan was discussed briefly. There may be interest in this property by the developer PRG. TCHabitat is still interested in the lot, if the property is demo. The committee recommended to TCHabitat that it would prefer they concentrate on empty lots in Jordan due to the vast quantity in the housing inventory.

Staci Horwitz of City of Lakes Community Land Trust (CLCLT) gave an overview of their agency. They started in 2002 and originally thru the development company PRG. 2004 their 1st home was sold. They have 160 homes in their portfolio that consist of single Family homes, Town houses and condo’s (10-12). There are 6 homes in Jordan. She explained various programs the agency offers to those trying to buy a home, one being the home buyer initiated program and project A reclaim.

CLCLT is seeking a letter of support for future funding they may seek Jan thru Feb of 2014. The committee recommended to support JACC writing a letter for CLCLT to secure funding for their Homebuyer Initiated Program. The recommendation was put forward as a motion, seconded and approved by housing members present. The motion will be forwarded to the JACC board of directors.

There was a brief discussion regarding JACC housing programs and if there is a possibility to offer different programs and adjust amounts on some existing programs, such as decrease down payment assistance to $3—$5,000. Increase revolving loans thru home improvement. The discussion included a former program that JACC offered to residents, fixing homes

exterior, 51k that was forgivable and the possibilities of hiring a consultant to assist with addressing the VBR list of properties.

The meeting for the VBR work group is scheduled for 6:30pm on Tuesday, October 15, 2013 at Tooties.

The committee made the following recommendations.

> 2658 Queen Avenue North – Refer to land bank for owner occupied property > 2726 James Ave North — Refer to land bank with 1st preference being preservation with viewing by

neighborhood associations for further recommendations, no demolition until viewing on interior of property

The recommendations were put forward as motions, seconded and approved by housing members present. The motions will be forwarded to the JACC board of directors.

The property 2802 Oliver was discussed and members will assess the condition of the property.

The property 2648 Emerson Ave North, Sheltering Arms, a Hawthorne property was briefly discussed and is being developed.
